Environmental Assessments and Authorizations: SEA - EIA - IPPC Permit

In order to facilitate citizen participation in environmental assessment and authorisation procedures (SEA, EIA, IPPC permits) under national jurisdiction, an issue that has always been held in high regard by the DG for Environmental Assessments of the Italian Ministry of the Environment and Energy Security, a new web application has been developed, accessible from the SEA-EIA-IPPC permits Portal, for the online submission of comments for SEA, EIA and IPPC permits procedures.

The web application allows authentication through both the Public System for the Management of Digital Identity (SPID) and the Electronic Identity Card (CIE). It also introduces important new features, both for the observer and for the competent Authority, including the possibility to quickly identify plans/programmes/projects/plants in public consultation, compile and submit comments, attach documents, automatically generate the comment and send it to the official protocol of the Ministry of the Environment and Energy Security for subsequent publication.

The system has been developed as part of the AQS1.4 Transparency and Participation activity of the LQS1 Line of Intervention "Actions to improve the effectiveness of SEA and EIA processes related to programmes, plans and projects" of the CReIAMO PA Project of the Ministry of the Environment and Energy Security.
