In the Council of Environmental Ministers of 3 March 2014, the European Commission presented an information on the Recommendation 2014/70/UE issued on the 22nd of January 2014 on minimum principles applicable to unconventional hydrocarbons exploration or production (such as shale gas, tight gas, coal bed methane) using high volume hydraulic fracturing (fracking).

Climate change and biodiversity: SEA and EIA guidelines of the European Commission
The Italian translations of the Guidelines prepared by the European Commission for the integration of the Climate Change and Biodiversity issues in the Strategic Environmental Assessment and Environmental Impact Assessment have been published.

Negotiation of the new EIA Directive concluded
On 26.10.2012, the European Commission presented to the European Parliament and to the Council a proposal for a directive amending Directive 2011/92/EU (COM (2012) 628 final). The proposal aims to improve the efficiency and effectiveness of the EIA process and to ensure a more rigorous prevention and control of significant environmental impacts associated to the construction of public and private projects.

Updating of the technical specifications in digital format
The updating of the Technical specifications for the preparation and filing of documents in digital format for the SEA and EIA procedures under Decree 152/2006 as amended shared with the Ministry of Cultural Heritage and Activities and Tourism has been published.

Online the Guidelines for the Environmental Monitoring Project of works subject to EIA
The "Guidelines for the Environmental Monitoring Project of works subject to EIA" are made available for public consultation in order to receive helpful comments and suggestions from those involved in the process of EIA (mainly Public Administrations and Developers) so that the Guidelines can better respond to the objectives they pursue.

The public consultation on the potential environmental effects of the CENTRAL EUROPE Operational Programme 2020 under the SEA Directive 2001/42/EC has started on 9 December 2013 and will last until 3 February 2014.

In April 2013 the European Commission published the Guidelines for the integration of "Climate Change" and "Biodiversity" issues in SEA and EIA.

On 22 October 2013 was held in Rome the workshop " Guidelines for EIA Screening (Article 23 Law n.97/2013) and for the Environmental Monitoring of works subject to national EIA" organized by the Directorate for Environmental Assessments of the MoE as part of the National Operational Programme "Governance and System Actions" 2007-2013.
